How to coerce/pester comedians into performing here?

Most comedians' websites have a "Contact" page, in which there is an option to email their management (I think it's their management; I'm not sure) regarding "personal appearances". If I am interested in trying to get a comedian to perform somewhere close to me, is this who I need to contact? Or do I need to contact the venue first, and hope they will pursue it? I've never done anything like this before, and the whole process is very unclear to me. Any help would be greatly appreciated. Thanks!
